"In energy communities, we're asking a small dispersed group of people who host this nationally and internationally significant infrastructure to answer a set of social questions and policy questions that are of interest to national governments. And there's a real disconnect between their capacity to participate in answering those questions and the scale and magnitude and importance of the question. And for me that's a really specific feature of shale development, in particular, that I think is important."
