I.            Call to Order: 3:15 pm

II.            Approval of FS Minutes from February 22, 2023: Tomas Gedon moved for approval, Chris Posbergh seconded, approved.

III.            FYI items

a.       The Bobcat Culture of Mentoring Symposium with Keynote by Denise Juneau. March 28th from 1 pm to 4 pm. 

b.       MSU’s Annual Sustainability Summit – April 10-11  https://www.montana.edu/sustainability/summit/

c.       Outreach Seed Grant Proposals – Deadline April 14, 2023.

IV.            Information Items

a.       Library Subscription Update: Rachell McLain, Hannah McKelvey

i.      Changes to subscription to Elsevier Journals – June 2023 shift due to changes in Elsevier contract

A.      Cost of subscription is unsustainable ($1.6mill/year); increases in costs over time w/ no increase in budget

1.       Goal – diversify & expand library resources

·         Shifting to demand based model of acquisition

2.       Goal – ensure continued access to recently published articles 

ii.      Elseveir consists of 20% of collections budget on this journal package subscription 

A.      Increasingly difficult to work with & negotiate sustainable agreements; NDAs making it hard to talk about what ppl are paying etc.; lack of cost transparency 

B.      Movement away from journal subscription packages w/ Elsevier (e.g. Oregon state schools no longer subscribing; UC system; SUNY system)

C.      Library collection budget has remained the same ($5.6mill/year); hasn’t been adjusted since 2016

1.       Overall library budget has increased 

iii.      July 1st – the way you access some current electronic journal articles specifically published by Elsevier via ScienceDirect is changing 

A.      Journal articles can be accessed in other ways other than through Elsevier 

iv.      What does current access mean?

A.      Library owns (in perpetuity) access to electronic journal content we’ve subscribed to over the years

B.      Journals published on or before June 30,2023 – access will be the same

1.       Afterwards – on demand access to journal articles 

·         Article delivery services – “get this article now” - order the article

o   Access is instant in most cases (under a minute to 10 minutes typically)

o   Access for faculty/staff/students 

o   Each article purchased through this service costs about $29/article

o   Directs people to open access articles if they exist

·         Locate journal through CatSearch or a source like Google Scholar - “check MSU availability” link

o   “get this article now” button – like an express inter-library loan

o   Interlibrary loan can be cheaper in some cases

o   Receive PDF via email

o   Suggest immediately downloading & saving the article

·         If you “buy it” - you can upload it to D2L and share it w/ students

o   Q – once one person @ MSU downloads/orders that article, does MSU now own it and others @ MSU have access to it? 

§  No – only the person who downloads it ‘owns’ it; but the library will track how much particular journals/articles are being used and will then do journal-specific subscriptions 

C.      Library has a list of Elseveir titles that they’re going to maintain subscription to – the list is on the Library website > services > build our collection 

b.       Student Safety Questionnaire Revision: Jennifer Thomson

i.      Questionnaire that students fill out on their application

ii.      e.g. convicted of felony, subjected to confinement, register for sexual and/or violent offender 

iii.      Thoughts that this questionnaire might miss people who applied and then were convicted; 

A.      New questions are going to be trialed on our campus for 2025 incoming students (next application cycle)

B.      Expanded questions for CLEARY crimes (list of categories for felonies and misdemeanors), pending charges, registration as sexual/violent offender

C.      Need to certify this 

D.      Checking boxes doesn’t mean rejection of application; but does mean that there will be further review

iv.      Goal of this is to keep our campus safe 

v.      Q – where does this information end up going?

vi.      There is a review committee that does follow up; but this is confidential information 

vii.      Q – any checks of this data for honesty? 

A.      Lack of honesty is a code-of conduct violation if discovered; but there’s no “spot-checks” or validation of these questionnaires

VII.            Senators’ Open Conversation

a.       Chrome River difficulty

i.            Several faculty mention the time consuming and complicated nature of chrome river 

b.       QSA Threats

i.            Once  senator brought up CSA threats and concerns from students about not feeling safe and frustration about lack of communication from MSU; conversation ensued about lack of transparency and communication between MS and faculty/staff/students about the situation; silence in the face of misinformation not helpful; many senators chimed in; discussion of FS putting forth a statement 

ii.            Multiple faculty spoke out about the issue.
