Frank aspires to be a broadcast journalist, and has enrolled at Acme Community College as a full-time student (with plans to transfer to the local university upon graduation). In his English class, he has earned straight A's on all his assignments from his instructor, Norma. Frank is not doing so well, however, in his communications class, which is taught by Paige. Paige is aware that Frank is a student in Norma's class and, in an effort to improve Frank's communications grades, wants to discuss his work with Norma. This would mean that Paige would share Frank's grades and other education record information with Norma, her colleague at Acme.
If Paige discusses Frank's grades with Norma for this purpose, would her actions violate FERPA?
