About Facility Condition Assessments

Montana State University's FCA program was first established in 1992 and later adopted by most Montana state agencies in the late 1990's to identify and monitor the state's deferred maintenance liability. §17-7-202 MCA now requires that all state agencies compile and maintain a statewide facility inventory and condition assessment for state-owned buildings.

The periodic evaluation of facilities is an essential function for effectively managing facilities maintenance. The primary goals of FCAs are to:

  • Identify routine and/or deferred maintenance
  • Identify systematic deficiencies
  • Estimate the remaining useful life of major building systems
  • Identify capital needs
  • Measure the overall system compliance with codes and standards
  • Prioritize a list of repairs
  • Maintain record of the institution’s assets and their current replacement values

At Montana State University, the FCAs are conducted by an inspection team that consists of a diverse group engineers, architects, estimators, planners, and trades. The inspection team records FCA results in such a way that they provide a clear "snapshot" of a building's condition on that day the team conducts the assessment. The FCA process yields not only an inventory of building deficiencies due to deferred maintenance, but it also provides a Facility Condition Index (FCI) - which is a deficiency ratio that compares the cost of the deferred maintenance to the replacement value of the building. The higher the deficiency ration, the worse the condition of the asset.

 

Facility Condition Assessment Schedule

  • Academic Facility Condition Assessments take plan on the 2nd Wednesday of the month from 8:30a.m. - 11:30a.m.
  • Auxiliary Facility Condition Assessments take plan on the last Wednesday of the month from 9:00a.m. - 12:00p.m.
