Growing enrollments of students with disabilities in postsecondary education (Newman et al. 2010; Snyder and Dillow 2010), along with key legislation such as the Americans with Disabilities Act Amendments Act of 2008 and the 2008 Higher Education Opportunity Act, have generated considerable interest in accessibility of higher education for students with disabilities.  Disability is defined as a physical or mental condition that causes functional limitations that substantially limit one or more major life activities, including mobility, communication (seeing, hearing, speaking), and learning.

Among the 38 million people who are 25 or older and report having a disability, 6.7 million (18%) held a bachelor’s degree or higher in 2019, up from 13% in 2010. However, this is considerably lower than the 36% of the population who does not report a disability in 2019.
